This is the combination that gets the worst advice, because the two problems appear to want opposite things. Acne advice says strip the oil. Rosacea advice says protect the barrier. The apparent conflict resolves once you notice that stripping oil does not actually treat acne - it just removes lipids, and skin responds by making more.

What to look for in this combination
- A lighter occlusive. Dimethicone and squalane seal without the heaviness of petrolatum. Petrolatum itself is not comedogenic in the way its reputation suggests, but the texture is a lot on oily skin.
- Barrier ingredients regardless of texture. Ceramides and glycerin matter as much here as anywhere. A gel that is only water and thickener is not doing the job.

What about non-comedogenic labels?
The term has no standardized meaning in the US. Testing methods vary by brand, several historical methods used rabbit ear models whose relevance to human faces is questionable, and there is no regulatory definition to hold anyone to. It is a reasonable directional hint and not something to rely on.
The more useful check is your own history. If a texture has congested you before, it will probably do it again, and that is worth more than any label claim.

Should I moisturize if I have rosacea and oily, acne-prone skin?
Yes. A compromised barrier is more reactive and more inflamed, and skin often produces more oil when the surface is dry. Skipping moisturizer to control shine reliably makes both problems worse - use a lighter texture rather than nothing.
Does non-comedogenic mean anything?
Not in any standardized way in the US. There is no regulatory definition and testing methods vary by brand. Treat it as a directional hint and trust your own history with a texture instead.
Can I use a gel moisturizer with rosacea?
